Officer's Report
The site represents a parcel of land to the south of the entrance to Lonan Old Church (St. Adamnan's) on the Ballameanagh Beg Road. A previous owner has commenced tipping on the site although this proposal was refused (PA 95/0360). He subsequently applied for permission in principle for a dwelling (99/0337) without success.
The present owner now wishes to restore the site through more tipping and levelling. Defer for the views of the DoT and photographs. The applicant has provided more information which I will pass on to the DoT.
DoT has indicated that they are still not happy with the scheme on the basis that there is no indication of the traffic which will be generated. Defer for applicant's response to this.
Correspondence has passed between the applicant and the DoT who is still concerned that the use of heavy vehicles to complete the infilling will damage the highway and is not acceptable. They recommend the use of smaller wagons - 7.5 or 12 tonne vehicles on a once a week basis. This would take two years to complete. There is not real way of controlling the type of vehicles used and even if there were, two years of infilling using 2 vehicles once a week would just be prolonging an unfortunate situation. The applicant proposes a halfway measure involving the infilling of the edges and creation of a boundary which would involve half the amount of infilling. However, looking at the site all it really needs is leveling, not more material brought in.

R 1. The road network serving the site is inadequate to satisfactorily accommodate the amount of traffic needed to achieve the amount of infilling proposed. The Department of Transport has indicated that to undertake the scheme to its satisfaction would involve the use of 7.5 or 12 tonne vehicles once a week which would draw the infilling out over a two year period which is considered an unnecessarily long time for other users of the road to have to experience this traffic and an unnecessarily long time during which the site will appear as a working tip.
R 2. Whilst tipping of material has been undertaken on this site in the past, the Planning Committee is not persuaded that the importation of more material is required to improve the appearance of the site.
