This application has been recommended for approval for the following reason. The application complies with GP2 (b), (c) and (g) of the Isle of Man Strategic Plan 2016 and to meet with the principles of the Residential Design Guidance 2021.

1.0 THE SITE 1.1 The application site is the residential curtilage of 13 The Meadows, an existing two storey dwelling located within a small residential estate in Kirk Michael. The existing dwelling is

set towards the south west corner of the estate and has rear garden boundaries that join with the Glen Wyllin Campsite and the Dismantled Railway Line.
1.2 The dwelling is finished in a mix of red brick to the ground floor, attached garage and chimney stack, and clad in red tiles to first floor. The roof is part hipped and part pitched throughout.
1.3 The surrounding estate comprises a mix of dwelling size, style and designs, including a mix of brick and render finishes, full render finish, brown brick and tile hang and full pebbledash render.
2.0 PROPOSAL 2.1 The current application seeks approval for the rendering over of the existing red brick, with exception to the chimney stack, garage and honeycombed brick.
3.0 PLANNING HISTORY 3.1 There are no previous planning applications considered materially relevant in the assessment of the current application. There have been no applications at the site since its original approval in the 90's.
4.0 PLANNING POLICY 4.1 The site is located within a 'residential' area on the Kirk Michael Local Plan. Given the nature of the application the most relevant policy in the assessment of the application is General Policy 2 from the IOM Strategic Plan and the general design principles contained within the Residential Design Guidance 2021 particularly in respect of visual appearance any streetscene context and neighbouring amenity and outlook.

6.0 ASSESSMENT 6.1 In the case of this application the surrounding streetscene comprises a mix of dwelling designs, styles and appearances and the proposed alterations in respect of the render application is not considered to result in any adverse visual impacts on the existing dwelling in its own right, nor which would detract from the overall character and appearance of the already varied streetscene. The proposals would of course notably change the visual appearance of dwelling from neighbouring dwellings, but this is not considered to be a negative change so as to adversely impact their general outlook or amenity.
7.0 CONCLUSION 7.1 The proposal is considered acceptable and to comply with GP2 (b), (c) and (g) of the Isle of Man Strategic Plan 2016 and to meet with the principles of the Residential Design Guidance 2021.
8.0 INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf);
