Officer's Report
Site
The application site represents the residential curtilage Fuchsia Bank, Ballajora Hill, Ballajora, Ramsey, which is a traditional two storey detached dwelling, located on the eastern side of the A15 road and west of Booilushag Housing Estate.
Proposal
The application seeks approval of the installation of a solar panel to the rear of the dwelling.
Department Policies
The application site is within an area recognised as being an area of “white land” under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; but is within an area zoned as High Landscape or Coastal Value.

Planning History
There are no previous planning applications which are considered relevant in the assessment and determination of this application.
Representations
Maughold Commissioners have made the following comments:- "No objection"
The Planning Authority has received no privately written representations objecting to the proposal.
Assessment
It is encouraged in the Isle of Man Strategic Plan 2007 to minimise environmental pollution to air, water and land and with this proposal the best practice to reduce energy consumption is being made.
The single solar panels proposed to the rear elevation of the building, would not be overly apparent from surrounding public view and would have no significant visual impacts upon the property.
Recommendation
Overall, for the reasons set out in this report, it is considered the proposals would comply with the relevant policies as indicated within the Isle of Man Strategic Plan and therefore it is recommended that the application be approved.
Party Status
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Maughold Commissioners
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This approval relates to the Installation of a solar panel to a dwelling as proposed in the submitted documents which are date-stamped 28th March 2011.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer. Director of Planning a Building Control.
