Officer's Report
The site relates to land between Droghadfayle Park and Sunnydale Avenue, Port Erin. Approval in Principle is sought to erect a pair of detached dwellings. They would front onto Droghadfayle Park.
History:-
PA01/1339 - Erection of dwelling and garage, Old Builder's Yard, next to Number 4 Droghadfayle Park, Port Erin - Refused
PA01/2163 - As above - Refused at Appeal 7th October 2002.
PA04/0941 - Erection of dwelling with garage on and adjoining Primrose Lodge, Refused at Review (without prejudice to a proposal for all of the site between Droghadfayle Park and Sunnydale Avenue).
Appeal Report - PA01/2163
The representative of the Planning Committee accepted that the development would be better if the appeal site were combined with the land to the rear of kildone; it was suggested that such a scheme could produce a pair of houses. That is a view with which I concur".
On this basis, it would seem that 2 semi detached houses such as that now being proposed would be acceptable.
However, the site includes the current driveway and garage associated with Primrose Lodge. There is no suggestion that alternative off road parking would be available.
Given the Inspector's previous comments, it may be difficult to refuse 2 dwellings on this site. It is however unfortunate to lost the trees, but this didn't seem to be an issue at the Appeal. I am however, concerned about the loss of parking for Primrose Lodge and this in itself is reason for Refusal.
Recommendation
Recommended Decision: Refused
Date of Recommendation:
Conditions and Notes for Approval / Reasons and Notes for Refusal
C: Conditions for approval N: Notes attached to conditions R: Reasons for refusal O: Notes attached to refusals
R 1.
The development of the site as defined would remove the driveway and off road parking facility currently associated with 'Primrose Lodge'. Such action would lead to additional on-street parking which would add to traffic congestion and harm the character and appearance of the area.
