Access to the rear yard is taken from this lane and arguably the red line should be extended. The proposal site is accessible and well connected. Pedestrian access is available at front and side. The latter shared with the existing lane. Limited conflict should arise with users due to low flows and speeds. Vehicular access is as existing from the kerbside; although there is an existing dropped crossing of the footway serving the lane at side and courtyard beyond. There is no car parking on site with the rear yard being too narrow with the entrance further restricted by gating and right angle to the lane being too tight to allow manoeuvring. Should there be need to own or use a car public off-street car parking is available nearby and on street parking is available within the designated spaces as part of a Disc Zone on a first come first served basis without guarantee for parking outside of an individual’s property. As mitigation, one bicycle parking space should be provided in an easily reachable, secure and covered storage area within the rear yard where there is space available for waste bin storage for kerbside collection. The proposal does not give rise to significant issues of road safety or highway network efficiency. Accordingly, Highway Services raise no opposition subject to a condition for bicycle parking.
