Officer's Report
The application seeks approval for the refurbishment and alterations to the former Pipe Factory building in Laxey. It is understood that the DTI intend the building to be used as business centre for small office based operations. It is expected that this would be for up to 30 people. Originally, the application proposed the construction of a disabled access ramp onto the side of the building. Following questions being asked about ownership and rights of access the applicant submitted amended plans removing this element.
There are a number of objections from local residents. The building is not Registered but is on the list of potential registrations. Steve Moore, Building Conservation Officer, has had direct input into the scheme and considers it to be acceptable. The external alterations are relatively minor and considered to be in keeping with the character of the existing building. Whilst not strictly a matter for consideration in this application the building is understood to have already been altered internally and the proposed internal alterations are viewed as acceptable.
The DoT had objected on the grounds of the lack of car parking associated to the proposed development. I had concurred with this view and sought clarification from the applicant. There is an area of informal parking to the front of the building, which is in Government ownership, and it was suggested that formal spaces could be designated on here. After further discussions the applicant some form of agreement has been reached and a condition devised.
The use of the building will be beneficial to its future safeguarding and I consider the impact to be acceptable. Accordingly, I recommend that the planning application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This approval relates to drawing no. P01 date stamped the 13th December 2004 and drawing no. P03 rev. B date stamped the 9th March 2005.
C 3. The use of the building shall not commence until details of a minimum of 15 dedicated car parking spaces have been submitted to and agreed with the Planning Authority. These car parking spaces should be located in the area of land to the front of the building and be formally designated.
C 4. There must be no discharge of surface water (including that from roofs and paved areas) from the development to any foul drainage system(s).
N 1. The applicant/developer is recommended to consult with the Fire Safety Officer with regard to the provision of appropriate fire precautions measures.
