Arbory and East Rushen Local Plan 1999 Policy ENC/P/2
Policy protects existing areas of open space from development outside designated zones in high landscape value area. Officer assessed the field as a key gap in ribbon development; initial proposal failed due to large building and garden use eroding openness, but amendments reduced scale and committed to landscaping, tipping balance to acceptable.
Policy C/P/1
Prohibits new residential development in Colby outside designated areas, emphasising preservation of few remaining gaps alongside highway. The change of use and garage were seen as equivalent to small dwelling impact initially; post-review amendments positioned building rearward with open frontage satisfied policy by minimising gap infill.
Policy ENC/P/1
Designates entire local plan area as high landscape value and scenic significance. Assessed against proposal's rural character alteration; approval implied amendments preserved this through low-profile design and planting.
