Officer's Report
The site lies on the eastern side of the A3 Ballamodha Straight and accommodates a refurbished cottage which has approval for extensions (PA 04/2367). Previously approval was granted for the
principle of a garage under PA 03/1491. This was a sizeable garage to the east of the cottage roughly as proposed here.
Also proposed here are stables in the form of a long building - 27m by 7.5m which seems large and will have a significant impact. The building is to be timber finished.
Await information from applicant regarding the need for a building of this size.
The applicant has written in explaining that she owns five horses and one of the stables, the larger one will house a horse and foal. The horses are presently kept in a stable near her home in Foxdale but she will be moving to the Croit and wants to move the horses as well.
Whilst there would appear to be justification for the stabling, I cannot help but think that it could be arranged such that the massing is less great - perhaps by arranging the stabling in a double bank or courtyard. As proposed the building would look very long and out of place.

The proposed stabling, by virtue of its length would represent a new building which is longer than any of those in the immediate vicinity and would appear out of scale and inappropriate.
Note: this refusal is without prejudice to a proposal for either a smaller unit or one designed such that it is less in length, perhaps double banked or arranged in a courtyard to minimise its visual impact.
