Officer's Report
The application seeks approval for the placement of two mobile classrooms within the residential curtilage of a detached dwelling in Ramsey. In terms of planning history it is understood that the property was granted approval for use as a 'family centre' by 89/04037/C. It is proposed that these two mobile classrooms would be used for the operation of an after school and holiday club for children (up to a maximum of 40) within the area.
The owners and/or occupants of a property located opposite the application site have objected on the grounds they consider that the proposed development to be out of keeping with a residential area, that the use will exacerbate car parking problems and are generally concerned about a significant increase in the numbers using the facility. Following discussions with the applicant the Department of
Transport Highways Division are satisfied that there would be no adverse traffic impacts from the proposed development.
I consider the impact from the development to be acceptable and recommend approval subject to the impositions of a condition relating to the hours of operation and a condition limiting the period of approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the location plan, site plan and photographs date stamped the 10th November 2004.
C 3. This permission is for a maximum period of four years, after which the cabins must be removed from the site unless there is by then in place an approval for a further period.
C 4. The mobile classrooms hereby permitted may only be used as an after school club or holiday club for children between the hours of 09:00 and 18:30 on any Monday, Tuesday, Wednesday, Thursday and Friday.
N 5. The applicant is advised to consult with the Fire Safety Department with regard to the provision of appropriate fire precaution measures.
