In pursuance of his powers under the above Acts and Order the MINISTER for Local Government and the Environment, following report by the appointed person, does hereby REFUSE the application by Mr. H. D. Hezlett – Approval in principle for a) the construction of two concrete runways; and b) the erection of an aircraft maintenance facility, Ballamillaghyn Farm, Mount Rule, Braddan, for the following reasons:-
- The site is zoned as Agricultural Open Space in the Braddan Local Plan (Circular 6/91), the proposed development for general aviation would be contrary to this zoning and there is insufficient evidence of need to warrant a departure from the Plan.
- Use of the site as a general aviation aerodrome has the potential to result in unacceptable noise nuisance and disturbance as well as causing anxiety to local residents and users of the public footpath that crosses the site.
- The use of the site as a general aviation aerodrome has the potential to result in disturbance that would detract unacceptably from the tranquillity of the Baldwin valleys, which are designated as being of high landscape value.
- Insufficient information has been submitted to adequately assess the environmental impact of the development.
