Officer's Report
The application seeks to extend the use of part of a barn in Michael for the restoration and repair of classic cars for hobby purposes. An application was previously approved at appeal for the use, but limited approval for a trail period of one year in order to allow the situation to be monitored.
There are a number of objections to the application, which basically repeat those expressed in the previous application. I visited the site unannounced on the 18th November 2004 and observed a tidy site with little in the way of obvious signs that the site was used for the restoration of classic cars. I consider that this confirms the initial belief the use of the site is not detrimental to the surrounding area. The continued use of the site is unlikely to give rise to unacceptable levels of traffic generation, noise or disturbance. I recommend that the application be approved.
The previous approval was subject to conditions controlling the use of the barn for personal hobby reasons for the applicant and his friend, preventing commercial use and limiting the hours of use. I consider that these conditions are still appropriate and recommend that they be also attached to this approval. If the Planning Committee were content that the trial period had proved that the use does not cause unacceptable detrimental harm to the surrounding area I would suggest that the approval does not have to be time limited. Or, if they are concerned about the future control of the site I would suggest that a time limit of five years be applied. I will discuss this aspect at the Planning Committee meeting.

C 1. The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.
C 2. This approval relates to the site plan and location plan date stamped the 11th October 2004.
C 3. This approval relates to the change of use of part of the barn for the purposes of repairing and restoring vehicles for personal hobby reasons only. The barn shall be used for such purposes by the owner of the site and Mr. Warrilow only as named in the application.
C 4. This approval does not permit the use of the barn for any commercial purposes.
C 5. The use of the building, as edged red on the drawings submitted as part of the planning application, shall only take place between 0800 and 1930 hours (Monday to Friday and 0800 and 1800 hours (Saturday and Sunday).
N 7. This approval does not grant or imply approval for the storage of vehicles on the adjoining agricultural land.
