This application relates to Luminaires showroom and workshop at the Old Bakery, Victoria Road, Douglas.
The proposal is to demolish a side extension of a house at 13 Victoria Road and construct a new entrance and display window, widening the existing vehicular access.
The new entrance way consists of a long flat roofed canopy along the rear wall. There will be a new door in this elevation and a long narrow glass display area under the canopy next to the door.
The demolition of the side extension of the neighbouring house allows additional space in the existing yard for 4 parking spaces to the side of the access. The existing walls at the entrance to the yard will be reduced in length to widen the opening and the walls will be reduced in height to 600mm. The existing advertising sign will be located further along the wall of the building to allow sufficient space for the canopy.
The workshop and showroom is in an area of mixed uses. Directly opposite is a motorcycle showroom and slightly further along the road is Wine-rite. The lowering of the wall and new entrance will make the commercial use more visible than at present, but given the nature of the other uses nearby this will not appear out of place in this location. The removal of the side extension and formal setting out of the yard may help to improve the appearance to some extent since it is currently visible from the road and its use as a front entrance could help to ensure it is properly maintained.
There are some terraced houses opposite the northern end of the yard with windows overlooking it. There may be some increase in traffic using the yard and activity at the entrance, but it is currently used for vehicles parking in association with the business and Victoria Road is already a main road so that the increase is unlikely to be significant enough to have a detrimental impact on the amenity of these properties. The Department of Transport says there will be no adverse traffic impacts and has requested some conditions relating to the vehicle/footway crossing.
The commercial use is already in existence in this location and whilst the alterations will make this more visible, it may also have the benefit of improving the maintenance and appearance of the yard.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing numbers 1011/01, 1011/02, 1011/03 date stamped received on 13.10.04.
C 3. The vehicle footway crossing shall be constructed in compliance with Manx Roads 2.
N 4. No part of the proposed development shall obstruct the highway without the written approval of the Highway Authority. This includes, steps, access ramps and all other structures.
