Officer's Report
The site relates to Upper Scard off Ballakillowey Road, Colby. It is an isolated but visible dwelling in an area of open countryside.
The site comprises a dwelling and outbuildings which can be seen in the landscape from the minor road just north of Ballakilpheric and also the main road leading to the Round Table to the west. The site is in an elevated position when viewed from Ballkilpheric.
A wind turbine is proposed in the rear garden area. The turbine would measure 9 metres to the centre of the rotor unit fixed at the top of the steel tower. There would be three blades with a diameter of 5.5 metres. Overall it would be 11.75 metres in height. A section drawing shows the turbine would be sited at a higher level than the house and outbuilding. The top of the blade would be 8.5 metres above the level of the closest building ridge to the south.
There is no doubt that the turbine would be visible. However views of the site would be from a distance and it judged that the visual impact would not be so great as to warrant refusal.
