2 Conversion of existing outbuildings into residential accommodation Approach to works The vernacular buildings at Cronk Maar are of a type common throughout the Isle of Man. The main house has been refurbished sympathetically and it is important to ensure that the visual appearance and authenticity of the existing farm street is maintained during any conversion. It is with this in mind that I have inspected the outbuildings and made my recommendations for both the approach to the conversions and the materials and techniques for the repairs. It is important that traditional materials. lime mortar, slate and local sand. are used on the external elevations and that there is a minimum intervention and maximum retention of the original fabric of the buildings.

4 2. The Barn The main building is constructed as a field barn and is built into the bank to the rear. It is proposed to convert this building into two holiday cottages. Observations The existing roof is constructed of a series of A-frames supported by the external walls. There are two large 'vertical' cracks to the front elevation. The upper section of the right-hand end of the front elevation appears to show some signs of outwards movement at roof level. It is not clear as to when this movement has occurred in the history of the building. Vertical cracks The vertical cracks have at some time been pointed with Portland cement. This should be raked out and replaced with a lime mortar. Lime mortar is both breathable and nexible and will allow moisture to evaporate. These cracks should be monitored throughout the building works for any sign of movement. If any significant movement is noted, the wall core should be further stabilized using a liquid lime grout into the core of the wall. Movement of upper section of wall to Right hand front elevation. It is likely that the gradual spread of the roof structure has pushed out the upper section of the wall. The slight 'lean' of the wall from first noor level to the underside of the roof is not significant enough to destabilize the wall. This section of the wall can be tied back into the structure when remedial works are undertaken to the roof A-frames. If the collar beam of the A frame is reinforced and the feet of the adjacent frame are repaired this should prevent any further movement. If when the roof structure is exposed the wall is found not to be stable, the stonework should be taken down to first noor level and rebuilt. Damp See section in 'The Spud house'

04/02251/A Approval in principle for the conversion of two disused farm buildings Patrick into holiday accommodation, Cronk Mooar, Dalby, On the face of it this seems OK but as I propose to go to Dalby to look at 04/2099, I might as well take a look at this too. Having seen the two buildings involved and discussed the proposals with the applicant, I find nothing to contradict my original opinion based on the photographs supplied with the application. This is a well thought.out scheme, involving the restoration of quite well.worth. saving buildings and I am happy to support it subject to the usual safeguarding conditions. 04/02099/8 Conversion of stone bam into two self catering tourist units with ancillary laundry room and slore., Ballacooil, Lhagg Road, Dalby, Peel, IM53BU, I need to have a look at this site before expressing an opinion. There is a long Planning History here. 96/0073 was a comprehensive (though not very well thought out) application suggesting the conversion of a whole range of semi-derelict outbuildings into residential or holiday use. We suggested support for some of the buildings and 0 osition to others. This articular cha el-like) structure was one we supported. That application also sought a future use for the large farmhouse itself which was lying empty and forlorn, having had a one time flourishing life as a sort of Youth Hostel. Iwas not sure what had actually happened on site after 96/0073 and some Jater more detailed applications which fallowed it. Thus my need to inspect. I now find that the house itself has been Gentleman's Residence. Nearly all the outbuildings apparently encountered difficulties and proved too expensive to convert and have been comprehensively swept away apart from a low range of open-sheds were garden machinery etc. is kept. The chapel-like bam is all that remains. (It has this appearance because of the bell-cote but it was never actually a chapel but was the mess-room of the Youth Hostel with a bell to call the visitors back from the beach or wherever for meals!) I remain of the opinion that it is both restorable and worthy of retention though it will need a lot of work including probably the taking down and rebuilding of the west wall. I think we should SUPPORT it subject to the usual conditions but accepting that it will need and justify the insertion of rather more windows than usual. (I can add more on this and (as with the other sites I have Inspected) have more phOtos which can lJe Jooked at if necessary.)

When we purchased this land we were told that there would be only one dwelling .As planning had already been turned dO'iIl for a bungalow. We arc concerned that any building work will mean Jots of vans and lorry's using this lane. We arc therefore concerned that there is not enough ofTroad parking and vehicles will be left in field gate ways. We are also concerned about sewage as there is no mains drainage. It must also be noted that the farm accommodation road belongs to Ballalonna Farm and any building work that will require access along the lane and further use for holiday makers should have permission from Mr M Fletcher. The proposal is to convert two redundant faml buildings at Cronk Moar, Dalby into 3 self catering tourist accommodation units. The applicants arc established registered proprietors with Cronk Moar currently registered as Guest Accommodation for Bed and Breakfast and having a 4 Diamond rating. A full on - site advisory visit has been undertaken and the applicants are aware of registration criteria and the I - 5 Star Quality rating standards. It is proposed to convert the large barn into 2 self catering tourist units with one being a 1 bedroom 2 person and the other a 2 bedroom 4 person unit. The small bam further up the lane would be converted into a I bedroom 2 person unit. The intention is to retain the traditional character of both barns, for example pointing external stonework, retaining existing door and window openings, an external stone staircase, exposed beams and using lime mortar. It is considered that the application is in sympathy with current planning policy specifically Planning Circular 3/89 'Renovation of Buildings in the Countryside' and the Western Sector Plan, Planning Circular 8/91.
