The application seeks approval in principle for the demolition of an existing stable block and the erection of a dwelling within the residential curtilage of a detached dwelling in Sandygate, Jurby.
The application is scant in terms of detail and relies solely on a red line on a location plan. There are a number of objections from local residents. I consider that the provision of a new dwelling, regardless of whether it is ancillary or not, is contrary to planning policy as the application site is not zoned for residential development. If ancillary accommodation is really needed I suggest that this should be achieved through the extension of the existing dwelling or renovation of the stable block.
I recommend that the application be refused.

R 1. Whilst the planning application submission is limited in terms of information provided the proposed development, which is for the erection of a new dwelling, is contrary to the well established policies of the Department as the application site is neither zoned for residential development nor is there appropriate agricultural need for the proposed dwelling. Accordingly, the residential development proposed by this planning application is contrary to the Isle of Man Planning Scheme (Development Plan) Order 1982 and, in particular, the provisions of Planning Circular 1/88.
- 2. Without prejudice to any subsequent planning application, should ancillary accommodation be required the applicant is advised to consider either the appropriate extension of the existing dwelling or the appropriate conversion of the existing stable block. Any such conversion may be acceptable provided the development accords with the provisions of Planning Circular 3/89 - Renovation of Buildings in the Countryside.
