Officer's Report
Breagle Glen House is sited to the south of Breagle Glen amenity area. It is sited in an area of 'predominantly residential' on the Port Erin Local Plan.
Proposed is the erection of a wind turbine to the rear of the existing garage. It would consist of a 2 metre high pole on top of which would be mounted a turbine of 6 blades which would have a diameter of 1.49 metres. A tail fin would be behind the blades. It is suggested that noise tests have been carried out and it is alleged no noise would be generated. It took some time to get enough information to make a proper assessment.
Objections have been received from:
Breagle Glen House - it would be unsightly; it could be unsafe
White Lodge - safety issues for users of the highway and neighbours, particularly in times of damaging winds. The location is inappropriate. Impact on amenity and views from neighbouring properties,
particularly when moving. Noise from the unit will cause nuisance. There should be noise data provided.
Court House (views late) - proximity to raised garden of Court House is inappropriate.
Assessment
The generator was erected over the Christmas period. On being told to remove it, the applicant has indicated that it will be removed on 12th January 2005. Having considered the evidence it is judged that there would be no loss of amenity as result of its appearance or location. In terms of safety, whilst the general concerns are understood, it would not be reasonable to refuse the turbine on the basis that if it wasn't operated correctly then it might pose a danger to the general public. In terms of noise, if there real concerns about the noise that would be generated, this would be a valid reason for refusal.
However, this is a relatively small unit and it is suggested that tests carried out during 20mph winds does not result in any noise being generated.
Check with Environmental Health to see if a noise condition would be appropriate.
