Officer's Report
This application seeks approval for an agricultural worker's dwelling off the Starvey Road. The application follows PA 03/1318 for a farm dwelling and shed at Bwoaillieecowle, Starvey Road. This application was refused but the Committee indicated at Review that it would be prepared to accept an application for a new agricultural building at Bwoaillieecowle and also that it would be prepared to accept an application for a new dwelling alongside the existing buildings on the eastern side of the highway.
Subsequently two applications were submitted. PA 04/1472 proposed the erection of an agricultural building. This was approved initially and is currently at Review. This application seeks permission for a single storey dwelling close to the existing buildings. The design and size has been modified to reflect Officer concerns.
A 'L' shape bungalow is proposed providing 3 bedrooms. It would not be visible from the Starvey Road. The chief Agricultural Adviser advised in respect of PA 03/1318 that 'an enterprise of this size certainly justifies a dwelling along with additional agricultural buildings.'
The latest advice from DAFF in respect of PA 04/1472 has confirmed that Mr Downey owns 60 acres and rents 140 acres. The suckler herd has increased in size from 150 breeding cows to 180 cows which with followers would amount to 700 head.
It is stated that Mr Downey and his wife would live in the farmhouse.
Given the previous advice provided by the Planning Committee, the advice from Dudley Peck, clarification of the applicant's farming arrangements, it is judged that there is agricultural justification for a new dwelling. The siting is acceptable and the size and design are reasonable. Subject to an agricultural occupancy condition the dwelling is considered acceptable.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing number 04/115/01 submitted on 17th November 2004 and the location plan submitted on 9th August 2004.
C 3. The occupation of the proposed dwelling(s) must be limited to persons whose employment or latest employment is or was employed in agriculture in the Island and including also the dependants of such persons as aforesaid.
C 4. The roof(s) must be finished in natural slate or a high quality imitation slate which must be approved by the Planning Authority PRIOR to the commencement of works.
