In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby APPROVE the following application made on behalf of:
Name: Y2k Investments Ltd Proposal: Erection of two storey unit retail area / 178 seat cinema / lecture theatre, 80 seat restaurant with associated services and erection of 2 &3 storey unit for retail / office area and 3 no. 2 bed apartments with improvements to car park at: Land Adjacent To Supermarket Albert Road Ramsey
which was considered on 4 March 2005, subject to compliance with the conditions specified below.

Schedule Of Conditions:
- The development hereby permitted shall commence before the expiration of four years from the date of this notice.
- This approval relates to the location plan and drawing no.s 01, 05, 06, 08 and 09 date stamped the 11th August 2004.
- No works shall commence on site until the zebra crossing on Albert Road has been relocated to the satisfaction of the Planning Authority after consultation with

the Highway Authority. This requirement includes all necessary alterations and making good to pedestrian guardrails.
- The proposed retail facilities, offices, cinema/lecture theatre, apartments and
restaurants shall not be occupied until a barrier controlled pay and display parking system has been installed to the satisfaction of the Planning Authority after consultation with the Highway Authority.
- Prior to the commencement of development an amended drawing relating to the
layout of the car park that includes cycle stands, public transport information display boards and disabled facilities must be submitted to and agreed by the Planning Authority.
- Prior to the commencement of development details/samples of the external
appearance and colour finishes of the buildings must be submitted to and agreed by the Planning Authority.
NOTE The applicant/developer is advised to consult with the Fire Safety Department as the development falls within the scope of the Fire Precautions (Flats) Regulations 1996 and will also require a fire certificate under The Fire Precautions Act 1975.
NOTE The applicant/developer is advised to consider the comments of the Disability Access Officer.
This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
Note 1: This permission refers only to that required under the Town and Country Planning Acts and does not include any consent or approval under any other enactment, bylaw, order or regulation.
Note 2: No works may be commenced until such time as -
- the time for requesting a review of the initial decision has expired; or
- any review of the initial decision has been completed; or
- the time for requesting an appeal in relation to the decision has expired; or
- any appeal has been completed.
