Officer's Report
The property is a mid terraced house situated in the new part of Cronk Grianagh. The property has a parking space provided separate from the plot but accessible from the rear garden. This space is capable of accommodating a full sized vehicle but the applicant is disabled (following a traffic accident where he lost his foot, which was subsequently sewn back on) and wishes to have a wider space for his entry/exit.
He now wishes to have a driveway in the front garden so that his vehicle may park in front of and closer to the house. The adjacent neighbour has a similar arrangement for parking alongside and partly behind their property (number 34). The other neighbour at number 36 whose parking space is alongside the applicant's dedicated space, has objected on the grounds that parked vehicles will emit smoke and fumes from their exhausts, to the detriment of their property. There would be 2.1m between the back of any parked vehicle and their front door. I do not think that this is a sustainable reason for refusal and the practicability of using the space at the bottom of the garden should really have been noted (by me) in the design of the estate.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the creation of a parking space as shown in the drawings submitted on 17th August, 2004 including the relocation of the existing tree as shown.
C 3. This approval has been granted on the basis of the personal circumstances of the applicant, Mr. A. Fenton. If the dwelling is sold, occupied by someone other than the applicant or the applicant's circumstances no longer necessitate the use of a space immediately adjacent to the front door, the parking space must be removed and the garden returned to a grassed area within three months of these circumstances occurring.
