Planning statement on behalf of the Department of Local Government and the Environment in respect of planning application for the replacement of gable ends, shortening of building by one bay and recladding of Hangar Hut 230, Jurby Industrial Estate, Jurby.
Introduction
The Department of Local Government and the Environment have submitted this application in their capacity as owner of the application site. This statement sets out the views of the Directorate of Planning and Building Control.
The application site is located within the southwestern corner of the Jurby Industrial Estate in Jurby. The building is one of the original hangars huts that remain from the previous use of the area as an RAF base.
Planning History
There have been no previous planning applications related to the application site that are considered to be relevant to this application.
Local Plan Policies
The application site is located within an area zoned as airfield under the Isle of Man Development Plan Planning Scheme (Development Plan) 1982. The actual airfield is located south of the application site and its use has declined since its use by the RAF ceased. Subsequently the area surrounding the application site, which contains a significant number of large and small buildings, has become an industrial estate. As such it is considered to be appropriate to view the proposed development in the context of its impact on the surrounding industrial uses.
The Application
The application proposes to replace the gable ends, shorten the length by one bay and reclud the building, as shown in drawing no.s 4744-01, 4474-03 rev. A and 4744-03 rev. A. The colours finishes of the proposed building are listed on drawing no. 4744-03 rev. A. The proposed colour finishes are understood to be similar to the colour finishes of other hangar huts within the surrounding area that have already been reclud.
In terms of the assessment of the planning application it is considered that the proposed development does not cause any significant detrimental impacts on the surrounding area. The surrounding area is industrial in use and the use of the application site conforms to this. The replacement gable ends are considered unobjectionable, the reduction in length of the building does not raise any concerns and its recluding is viewed as an improvement in terms of visual amenity.
Recommendation
The proposed development is considered to be acceptable and is supported by the Department. As such, it is recommended that the application be approved subject to the imposition of the following conditions:
a) The development hereby permitted shall commence before the expiration of four years from the date of this notice. b) This approval relates to drawing no.s 4744-01, 4744-02, 4744-03 rev.
