Officer's Report
The site represents part of the newly developing Barley Field, situated to the west of Spring Valley Industrial Estate and east of the Business Park which is accessed from the Barley Field.
The site has approved under PA 01/0110 and 0111 for light industrial uses and associated services and approval has been granted on plots close by for a saw mill and a car and van hire and sales outlet.
Permission is sought here for the relocation of Douglas Corporation's operational support centre which involves administration, disaster recovery computer facilities, trainigh facilities for health and safety, maintenance and storage including vehicle storage of road sweepers and refuse wagons. The site incorporates a building approximately 50m by 63m with peripheral landscaping and parking for 108 vehicles including larger scale vehicles at the south eastern side of the site. Access into the site from the estate road takes the form of two points - on eleading to the car park and the other, to the west is an exit only leading from the vehicle depot access to which is from the rear. No indication is given to the treatment of the boundary between the site and the school playing fields although there is to be a secure compound towards the back fo the site alongside the boundary.
Despite concerns raised by Mr. Jessopp I see no reason why this operation should be a bad neighbour to the school provided that the boundary screening is introduced and the site is sufficiently secure as any operation on this site should be. Presently there is a planted boundary between the two with temporary fence panels erected for security until the site is developed.
The building is a large block of which the front elevation is the only one which displays any interest through windows and the use of different types of panelling. The amended floor and elevations show the fire doors accurately. The building is not the most handsome but is functional and the finished panelling will probably be more attractive in situ than as shown. MAny of the buildings on this estate are simple in form but do not look unattractive in this industrial landscape. The landscaping proposals will help when matured.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of an operational support centre (garaging, workshop and ancillary canteen, training area, store and administration) with associated car parking, access, fencing and
landscaping all as shown in drawings reference 2190/05A, 00, 01 and 03 all received on 1st July, 2004 and 02A and 04A both received on 4th January, 2005.
C 3. There must be no discharge of surface water to the main foul sewer.
C 4. The proposed development must be connected to the main foul sewer.
NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development
N 5. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
