The officer determined that the additional tourist use of the two one-bedroom apartments accords with General Policy 2 and Business Policy 13 of the Isle of Man Strategic Plan 2016.
General Policy 2
Requires development in accordance with land-use zoning and other policies, respecting site/surroundings in siting/layout/scale/design, not adversely affecting landscape/townscape character, local residents' amenity, or locality character, and providing satisfactory access/parking. The officer assessed the proposal against criteria (b), (c), (g), and (h), finding it compliant due to no adverse amenity impacts, appropriate location, and existing access/parking.
Business Policy 13
Permits use of private residential properties as tourist accommodation if it does not compromise neighbouring residents' amenities. The officer applied this directly to the additional use, concluding no compromise to amenities given low occupancy, site history, and location fronting highway near town centre.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
