Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
This application has been recommended for approval for the following reason. The planning application accords with the provisions set out in General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan 2016, specifically as it would preserve the Conservation Area and as such the planning application is recommended for approval.

1.1 The application site is the residential curtilage of 14 Albany Street, Douglas which is a three storey terraced property to the east of Albany Street. The rear of the property is accesses by a lane which serves the terraced properties in the area.
THE PROPOSAL 2.1 The planning application seeks approval for the installation of replacement front and rear door. The front door would match that of No.30, No.18, No.2, and No.3 of Albany Street.
2.2 The front door is proposed to be that of 4 panels, two over two, with a section of semi- circle segmented glazing above.
2.3 The rear door is proposed as a simple two panel 50/50 style door.
PLANNING POLICY 3.1 In terms of local plan policy, the application site is within an area recognised as being within predominantly residential on The Area Plan for the East. The site is within a Conservation Area.
3.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2016 contains two policies that are considered specifically relevant to the assessment of this current planning application:
3.3 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them;
(c) does not affect adversely the character of the surrounding landscape or townscape;
(g) does not affect adversely the amenity of local residents or the character of the locality."
3.4 Environment Policy 35 states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
PLANNING HISTORY 4.1 There are no previous planning applications which are considered relevant in the assessment and determination of this application.
REPRESENTATIONS 5.1 DOI Highways Division have commented that there is No Highways Interest (14.06.21).
5.2 Douglas Borough Council have raised no objections (08.06.21)
ASSESSMENT 6.1 The key issue to consider in the assessment of this planning application is the potential impacts upon the visual amenities of the street scene and Conservation Area
6.2 To the front elevation the works are relatively modest, relating only to the front door and rear door of the property. As noted within paragraph 2.1 of this report the replacement door is that of the same as numerous other properties within this street, and while not the original style of door, it is considered to be an improvement over the existing door which is

wholly inappropriate in design and style. Accordingly, it is considered the proposal would at least preserve the special character of the area.
6.3 The proposed rear door would have the same proportions and form as the existing. Furthermore, door would not be especially apparent from public views give the tall stone boundary walls which help screen the majority of the rear elevation from the surrounding areas. It is considered that the proposals would preserve and enhance the character and appearance, as the current door looks particularly weathered.
CONCLUSION 7.1 Overall it is concluded that the planning application accords with the provisions set out in General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan 2016, specifically as it would preserve the Conservation Area and as such the planning application is recommended for approval.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 (Article 6(4), the following persons are automatically interested persons:
(a) The applicant, or if there is one, the applicant's agent;
(b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested;
(c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material
(d) Highway Services Division of Department of Infrastructure and
(e) The local authority in whose district the land the subject of the application is situated.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status. __
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
