Officer's Report
Ballacurn Mooar is in an elevated position, sited off the southern end of Cobb Lane. The site commands excellent views over Ballaugh, Michael and the north-western coastline.
Approval was granted under PA 99/1167 for the conversion of the barns to form additional living accommodation.
Works have nearly been completed on part (approximately 75%) of the barns but the remaining part has been found to be unsuitable for conversion because of its poor condition.
It is now proposed to demolish and rebuild to the same dimensions part of the barn which appears to have been erected first on site in 1831. The walls were built in a dry stone wall technique, namely
stone being bedded and packed by consolidating an earth/clay material. It is suggested that there are little or no foundations under some parts of the barn.
The demolition and rebuilding of barns is not supported by Planning Circular 3/89 'Renovation of buildings in the countryside'. However, the character of the barn group would be harmed if the final section was omitted from the scheme. Also there was at the time of the original approval no request was made for a structural engineer's survey which I think would have revealed the condition of the building.
Given that the conversions carried out so far have been done to a high standard, it is judged that the building should be rebuilt to retain the form of the group.
Thwe windows however should be timber not uPVC.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing numbes 61-01-02A, 61-01-05B, 61-01-06A ans 61-01-07B and 61-01-01.
C 3. This approval relates to the demolition and rebuilding of the section of the barn built in 1831 only as shown on the submitted drawings.
C 4. The exterior stonework must be of a traditional nature.
NOTE: Split stone on a backing render is not acceptable as an external finish.
C 5. All windows must be timber framed. These may be hardwood double glazed windows.
C 6. All doors must be timber framed.
C 7. Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 1983 (or any Order revoking or re-enacting that Order) no external doors or windows shall be replaced (other than those expressly authorised by this permission).
C 8. The accommodation must be used for domestic purposes which are ancillary to the use of the existing dwelling Ballacurn Mooar. No approval is granted to the use of the building for commercial purposes or as a separate residential unit.
N 9. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
