The site lies on the western side of King Edward Road to the north of Skandia House on Onchan Head. The property is one of three terraced properties, the other two of which...
Proposed here is the demolition of the existing outlet and its replacement with a new rear annex and the conversion of the interior from a house to four apartments. The new annex will be slightly taller (1.2m) and slightly longer (2.3m) than the existing annex. The existing windows are to be replaced with new wooden sliding sashes and the existing walling is to be rendered and dashed in a white finish. Apartments 1, 2 and 3 have front-facing elevations and outlooks, apartment 4 is contained in the rear annex over the ground and first floors and thus has an outlook to the south towards Skandia House which is considered acceptable.
There are to be six parking spaces off the rear and side lane and sufficient space for bin storage and garden to the front and a yard to the side and rear.
The Water Authority has objected but their concern could be addressed by the standard condition 45.
An objection has been received from the owners of the adjacent property who are concerned at the increased size of the rear annex in terms of the impact on the "harmony" of the existing rear outlets, the impact of light on their rear outlets and yards, problems of accessing the rear parking spaces, hours of operation (0900-1830hrs Monday to Friday only). A very similar letter has been received from the owners of number 7, concerned about the same matters of access, parking, appearance of annex.
An objection has been received from a neighbour on the other side of the road on the grounds of parking on the main road. He acknowledges the provision of parking at the rear but suggests that there will be parking at the front, to his detriment.
Onchan Commissioners do not object to the proposal providing that the scheme provides two more parking spaces to comply with the Onchan Local Plan requirement for one space per bedroom. I will convey these objections and concerns to the applicant's agent (letter dated 16.06.04).
I visited the site today (16.06.04) and from what I could see there is little in the way of shadow caused by the existing annex on the outlet of number 5 (see photographs) although I did visit when the sun was high (about 4.30pm) and in the summer. In winter the impact may be more significant but sunlight and shadows would be less anyway. The visual impact of a large and longer gable is unlikely to be significant bearing in mind the limited viewpoints from where the outlets are viewed and the general environment in which they are situated. The application property is in very poor state or repair and of poor appearance. The rendering would be over facing brickwork which whilst not necessarily a good thing, would bring the property in line with the other two which are already finished in a pale coloured dash.
Defer for response from the applicant's agent.
See letter of 24th June, 2004. In it, the applicant's agent suggests that the benefit of removing a poor quality outlet will outweigh any change in impact resulting from the slight increase in length and height. They have confirmed that the applicant does have access to the lane and agreed to working hours of 8 to 5pm. Working hours should properly be controlled by Health and Safety and Environmental Health not planning condition.
I feel that this scheme is worthy of support. It revitalises a tired building to height and space standards similar to the adjacent buildings. The use of materials and detailing of the windows are all appropriate.
Whilst the Water Authority has submitted its standard objection, in this case there is no additional floorspace being created and bearing in mind the visual improvement and the fact that the building could be occupied by a number of people at present, I would be inclined not to attach the condition recommended by them which restricts development until they can provide a potable supply of water.
