1.0 Introduction
1.1 Detailed planning approval was received in March 2005 (copy attached) for the Development of the Site at Johnny Watterson’s Lane, Douglas, for 6 x 4 bedroom houses, 61 x 3 bedroom houses, 37 x 2 bedroom houses, 18 x 2 bedroom flats, 20 x 1 and 2 bedroom apartments and 5 residential plots and associated works.
1.2 This supplementary application addresses the requirement contained in Conditions (3), (9), (11) and (12).
2.0 Condition (3)
No works other than the installation of services shall be commenced on site until the estate road junctions with the adopted highway, including visibility splays, have been constructed in accordance with details that have been approved in response to a planning application submitted for this purpose; such an application should be prepared in consultation with the Highway Authority.
2.1 Consultation has taken place with the Department of Transport (as Highway Authority) and the details now included on the Holmes Grace drawing nos. D3918-201C, D3918-202B) reflect the proposals which have been agreed with that Department.
2.2 The Department therefore believes that the requirements of Condition (3) have been addressed in respect of the requirement for a suitable planning application.
3.0 Condition (9)
No development may commence until a scheme of landscaping, which includes indications of all existing trees and hedges within the site and details of any to be retained together with measures for their protection during the course of construction, has been approved in response to a planning application submitted for this purpose.
3.1 A detailed scheme of soft landscaping to supplement the hard landscaping details (roads, footpaths, fencing, walling etc.) has been prepared by Prescott Associates on the Department’s behalf (see drawing nos. PL197-4-8, 9A, 10A). A copy of the survey showing all existing trees and hedges (Schedule and drawing no. PL197/1A) is also included, which includes the proposed measures for protection of existing trees and hedges during the course of construction.
3.2 The scheme includes the amendments to detail required by the setting out of the estate junction to comply with Condition (3), including construction of re-aligned “sod banks” on the boundary (Drawing No. PL197/11).
