Officer's Report
The site is currently occupied by a garage and is between a three-storey dwelling and a traditional Manx cottage in the Peel Conservation Area.
It is proposed to replace the garage with a three-storey dwelling, which would be similar to the adjacent three-storey property, which has recently been sympathetically renovated.
The owner of the garage has suggested that he does not use the garage or parking but uses it for storage purposes. He does not live close to the application site.
The new dwelling would not harm the character or appearance of the area and it may be judged to be an improved to the existing flat roofed garage.
However, the Highway's Division has objected for such a development would remove an off road parking space and add further pressure to the on-street parking on an important distributor road in Peel Town Centre where parking is at a premium.
This is a fair assessment and it is not beyond reason that the garage could be sold or used by existing residential properties or businesses in Christian Street.

The replacement of the existing garage with a new dwelling would remove an off road parking space and generate a demand for additional car parking, which could not be accommodated on site. Christian Street is part of an important District Distributor Road in the centre of Peel and the proposed development would result in further pressure for on street parking in this area where parking is at a premium.
