The proposal was for approval in principle to erect a chalet approximately 6m x 10m (57sq m) on a slab foundation for holiday letting use, located in Field 2937 adjoining Port E Candiss Barn. The site is zoned as open space on the St Johns Local Plan, some distance from the applicant's house.

Refusal Reasons

✗The proposed chalet would be contrary to Policy OS/P/1 set out in the St Johns Local Plan 1999 which states, 'other than those areas specifically designated for development or zoned predominantly residential on the proposals map, no areas of open space shall be developed. It is judged that the proposed chalet and access road that would be required thereto would have an adverse effect on the character and appearance of the area.'
✗Notwithstanding the above, insufficient information has been submitted to allow a proper assessment of the proposed access to the highway network.
✗Whilst it is not the current intention to provide a vehicular access to the site, the proposed tourist chalet would be contrary to Policy OS/P/1 set out in the St Johns Local Plan 1999 which states, 'other than those areas specifically designated for development or zoned predominantly residential on the proposals map, no areas of open space shall be developed.' Whilst it is argued that the building would be well screened by the existing trees, the proposed use may lead to pressure in the future to remove or cut back trees in the vicinity of the building and this would, together with the domestic activities that would be generated by such a tourist unit, adversely effect on the character and appearance of the area.
