That application was refused on the grounds that the block, by reason of its height, scale and massing would impact adversely on the street scene and that the proposed apartments in the lower ground level would result in poor levels of residential amenity for future occupiers. This application seeks to replace the hotel with twenty-five apartments with associated parking. The two lower ground level apartments have been removed from this scheme and the roof has been altered to remove the pitched roof and introduce a flat roof with castellation. Parking would be arranged on the basement and surrounding the building. The DoT has objected to the development on the grounds that access to the site would be via an unmade road, and that parking would be on this unmade road. However, the DoT has advised of suggested conditions should the Committee determine to approve the application. It is considered that the amendments to the scheme have resulted in a building that will be acceptable within the streetscene, and has overcome the previous objections to the development. --- Recommendation Recommended Decision: Permitted Date of Recommendation: ---

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the plans and information submitted as part of this application and date stamped 6th April 2004.
Prior to the commencement of the development, a sectional drawing must be submitted for consideration and approval by the Planning Authority, indicating the depth of reveal in relation to the windows.
All plumbing stacks must be constructed internally.
Prior to the commencement of any works, the developer must consult with the Fire Safety Department; the recommendations arising therefrom must be implemented prior to the flats being occupied.
NOTE: The proposal will be subject to the Fire Precautions (Flats) Regulations 1996.
C 6.
The exterior stonework must be of a traditional nature.
NOTE: Split stone on a backing render is not acceptable as an external finish.
C 7.
No unit may be occupied until the car parking and turning area has been completed to the satisfaction of the Planning Authority after consultation with the Highway Authority.
C 8.
The parking spaces shall be allocated such that each apartment has a minimum of one parking space.
R 1.
Insofar as it is possible to make a full and proper assessment of this large and significant building from the poor and limited information submitted, the Planning Committee judges that the building would be of poor unsatisfactory appearance, having little architectural merit, and including an unsuccessful mixture of incompatible and inappropriate styles; the development would thus have an adverse impact on the appearance and character of this prominent public promenade.
