The Secretary to the Planning Committee, Office of Planning, Murray House, Mount Havelock, Douglas.
Dear Ms Callow,
Rushen Parish Commissioners have considered the following Planning Applications and their views are as follows:
a) 04/0636. The Mount, Mount Gawne Road. Mr & Mrs J Allen. Alterations and extensions to provide additional living accommodation including replacement garage.
The Commissioners are concerned regarding the size of the development which will now be on the boundary with the neighbouring property. The approved extension at the sea-side of the property and which is now being built, together with this application greatly increases the size of the whole property. Have the owners of the neighbouring property been consulted as to whether they agree with the length of the development on their boundary? This development may jeopardise the likelihood of their gaining planning permission should they wish to extend their own property some time in the future.
b) 04/0663. Sunnyholme, Ballafesson Road. Mr T Roberts. Install 3 Velux type windows. Approved. c) 04/0643. Plot 11 Carrick Bay View, Ballagawne Road. Ensign Group. Erection of 4 bedroom detached dwelling. Approved. d) 04/0641. Plot 12 Carrick Bay View, Ballagawne Road. Ensign Group. Erection of 4 bedroom detached dwelling. Approved.
e) 04/0669. Ballakilley Farm, Church Road. Mr & Mrs Jamieson. Conversion of existing redundant farm storage buildings into 3 dwellings and alteration to existing cottage.
The Commissioners remain opposed to the garages/playroom/study for units 3 and 4. They feel that these, together with the glazed walkway do not fit in with the remainder of the development and are inappropriate.
f) 04/0686. Field 158, Lower Kirkle Farm, Ballakillowey Road. Mr A Tate.
To form a concrete hardstanding to be used as a helicopter landing pad. The Commissioners feel that Ronaldsway Airport is so close to this property that siting a helicopter landing pad here is unnecessary. Knowing the area and the many footpaths, including bridleways used by horse riders, which are in the area the Commissioners feel that to have a helicopter flying low may easily 'spook' horses and could cause injury to the riders. There is a lot of farmstock in the surrounding fields which may also be frightened by the noise of the helicopter although they would probably remain safely in their fields and not be the resultant cause of accidents. The Commissioners do not know the aviation regulations which must be adhered to by all aircraft in the area. This particular site is in the flightpath of planes going to and from Ireland and any helicopter using the airspace must have to abide by certain rules. The Commissioners remain unconvinced of the necessity of this installation.
g) 04/0678. Site adjacent to Maycroft Cottage, Cronk Hunna. Mr \& Mrs B
Clarke. Construction of new dwelling. As this plot of land is zoned as residential development land in the Arbory and East Rushen Plan and as it seems to be in keeping with the recommendations as to design, the Commissioners approve this application. h) 04/0772. Mandalay, Ballagawne Road. C Faragher. Proposal to widen driveway from 8 ft to 12 ft . Approved.
Yours sincerely, Gillian Kelly (Mrs) Clerk
