Officer's Report
Planning approval was sought in 2003 for the construction of a garage, and the demolition of an existing garage and its replacement with 2 No . holiday cottages, at St Benedict's, Glen Auldyn, Lezayre. The application was split, in that permission was granted for the construction of a replacement garage, and refused for the holiday units.
The dwelling is detached, and stands in its own grounds. This application now seeks approval to alter and extend the main dwelling, and alter and convert the existing garage to form a tourist unit. The alterations to the main dwelling will result in the construction of an additional storey over an existing flat roof section of the dwelling, and the construction of an attached conservatory. These alterations are considered to be acceptable and without detriment to visual or residential amenity.
The alteration to the existing garage would involve the addition of a pitched roof, and the re-location of a conservatory from the dwelling to the rear of the garage. Internal alterations will result in the creation of a single bedroom tourist unit. Such a use is considered to be acceptable, and given level of activity likely to be generated by a single bedroom unit, without detriment to residential amenity of occupiers of adjacent property.
The construction of a timber summerhouse is also proposed, which is considered to be acceptable.

C 1 . The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2 . This approval relates to the plans and information submitted as part of this application and date stamped 19th April 2004.
C 3 . The holiday unit may be occupied by bona fide tourist between 1st March and 1st October in any year, with no period of occupancy during that period exceeding four continues weeks.
C 4 . The external finishes of the extension must match those of the existing building in all respects. C 5 . There must be no discharge of surface water to the main foul sewer. N 6 . It is noted that the surface water from the property is to be discharged via a soakaway. The use of soakways are subject to Building Control approval and if this approval is not granted, the Drainage Division would not give permission for the discharge of surface water into the existing foul system and an alternative means of disposal would have to be sought. NOTE: The applicant is requested to supply the Division with a copy of any Building Control Application in relation to the surface water discharge from this development.
Public sewerage crosses this site. The line of the sewer(s) must be identified before development work commences. The sewer(s) must be fully protected whilst all building works are being carried out. No part of the proposed development may be constructed, nor any tress planted, within THREE metres of any public sewer either at the time of construction or at any time in the future.
