REASONS FOR REFUSAL

1. The land which includes not only the defined site but also the "blue-lined" area contains several wildlife habitat types including woodland, semi-improved grassland, a stream, and two wetland areas; these habitats support an abundance of invertebrates including boreflies, butterflies and moths, snails, frogs, and bats; the development here proposed, in itself, and also when combined with the further development on the blue-lined land which is implied by the proposed layout, would result in the loss and/or fragmentation of habitats and would thus have an adverse effect on the ecological interest and value of the site.

1. The proposed layout is such that access to the proposed EMI unit would be through a residential cut de sac; this
