The site represents the curtilage of an existing property, "King's End" situated on the southern side of the Ballaragh Road on the northern side of Laxey.
The site is designated as Residential on the existing and emerging Laxey Plans.
Proposed here is the principle of the erection of two new properties one on either side of the existing house. The one to the west (plot 1) will be a completely new house, the other, (plot 2) to the east will be tied to "King's End" and used as ancillary accommodation.
The land to the east of the site is designated in the emerging Laxey and Lonan Plan as suitable for the erection of three new dwellings. This plan has yet to be approved by Tynwald.
Defer for site visit. The site is below the level fo the road and the existing roadside hedging screens the existing buildings well. Provided that the new housing was at the same level and height as the existing, these new buildings should not be any more intrusive than are the existing.
There is a variety of densities of development in the area and I see no reason why this development should be any more objectionable than the existing.
The Planning Committee agreed that there seemed no particular reason to tie the house on plot 2 to the main house. However, as the application has been advertised as such, the decision should reflect that.

C 1 . This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
C 2 . This approval relates to the principle of the erection of two dwellings, one on plot 1 as an individual detached property and the other on plot 2 as accommodation ancillary to the accommodation available in "King's End".
C 3 . The application for reserved matters should demonstrate that the new dwellings are built at a similar level and at height similar to the existing dwelling so as not to intrude into the public view across the site towards the sea any more than does the existing dwelling.
The application for reserved matters must provide for the following: i) parking for at least three vehicles per dwelling ii) turning facilities to enable vehicles to enter and exit from the site in a forward gear iii) means of access to both of the new properties where adequate visibility splays are provided iv) means of access to both of the new properties where the gradient of each access does not exceed 1 in 10 .
C 5 . The proposed development must be connected to the main foul sewer. NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development N 5 . The application for reserved matters must include details of the proposed connection to the main public sewer.
C 6 . There must be no discharge of surface water to the main foul sewer. N 6 . There are no known surface water sewers in the area which would service the proposed development. It is recommended that the surface water from the development be disposed of by alternative methods other than that stated by the applicant. If water cannot be disposed of by means of a soakaway or other method, permission will not be granted to dispose of surface water to the main foul sewer.
