Officer's Report
The site represents the curtilage of HM Prison situated on the corner of Victoria Road, Upper Duke's Road and Victoria Avenue. The application proposes the removal of three rooflights on the main roof.
The rooflights do not contribute to the architectural quality of the building and in any case there are larger lights already on the roof.
The apertures are to be covered over to match the remainder of the roof.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the removal of the three existing rooflights as indicated in the drawing reference 101p2 received on 5th March, 2004 and the roofing over of the resulting aperture in slates to match those on the remainder of the roof.
I confirm that this decision accords with Government Circular No 57/01 (Delegation of Functions to Director of Planning and Building Control).
