This is an application for Reserved Matters to discharge the Conditions relating to the previous Registered Building Consent application No. 04/01214/CON in conjunction with Planning Approval 04/00501/GB.
I will deal with the Registered Building Consent application No. 04/01214/CON first. Those conditions are C.2, C.3 (i), (ii) and (iii) and C.4 (i) and (ii).
Prior to the commencement of any works, there must be submitted to and approved by the Planning Committee a method statement detailing the works of demolition, temporary support and renovation of the Cinema façade including the repair and cleaning of the faience work. This statement should be prepared in consultation with the Departments Conservation Officer; the development must be undertaken in accordance with the approved statement.
The applicant has provided a method statement detailing the works of demolition, temporary support and renovation of the Cinema façade including the repair of the faience work.
Heritage Homes have now clarified the method of cleaning the faience as detailed on page 9 of the London Restoration Co report. I now consider there to be sufficient detail to discharge the entirety of this condition.
Prior to the commencement of any works, there must be submitted to and approved by the Planning Committee:
These records and arrangements should be prepared in consultation with the Departments Conservation Officer.
The applicant has provided large scale record drawings of the front façade which I consider to be sufficient to discharge this condition.
The applicant has provided a full photographic survey of the interior and exterior of the building which I consider to be sufficient to discharge this condition.
The applicant has provided details of the arrangements for the safe removal of the metal torches and faience detailing to the inset panels to be replaced with fenestration in the form of an annotated photograph and report dated 15th August 2006.
I therefore consider that there is sufficient information to discharge this Condition.
Prior to commencement of any works, there must be submitted to and approved by the Planning Committee, large scale drawings and details of:
Large scale drawings and details of the new windows (to include details of the opening method); have been provided by the applicant and are in my opinion, sufficient evidence to discharge the Condition.
We are now in receipt of drawing number 2199 A CN404 entitled 'Canopy Detail' which I consider sufficient evidence to discharge Condition 4 (ii) of the approval.
In conclusion, I consider that there is sufficient evidence to discharge Conditions 2, 3 (i), (ii), and (iii), Condition 4 (i) and (ii) of the Conditions.
With regard to the Conditions as set out under Planning Approval 04/00501/GB, Conditions C1 and C2 are the same. Condition 3 of the Planning Approval states:
Prior to the commencement of any works, there must be submitted to and approved by the Planning Committee a phasing scheme which includes the sequence of all building and engineering operations; particular regard should be had to the completion of the works to the former cinema and of the parking areas and the green spaces.
The former Senior Planning Officer made the following comment on this Condition:
"This requires a phasing scheme; in fact the building is to be constructed as a whole, and the submitted sequence is simply a predictable and logical list of building operations; satisfactory."
C 4.
Prior to the commencement of any works, there must be submitted to and approved by the Planning Committee details of all architectural features (at a scale of 1:20 or better) and external finishes.
I consider there is sufficient evidence to discharge this condition of the Planning Approval.
