Officer's Report
Work is currently being undertaken at Westwood, Douglas Road, Ballabeg to lay sewage works from Friary Park.
On the re-laying of the path and garden, it has been agreed to create a vehicular access and hardstanding.
The Department of Transport are correct in their understanding that vehicles would have to reverse on to or off the highway, however, given that the alternative is for vehicles to remain on the road, I consider this proposal to be preferable.

R 1.
The sight lines proposed for the additional drive do not conform with the Highway Authority's standards; in any event, the sight line in the Ballasalla direction relies on land outside of the site; the proposal would entail either reversing on to or off of the highway, which is a busy secondary route, contrary to the interests of road safety.
