General Policy 3
Presumption against development outside zoned areas, except (f) building essential for agriculture. Officer found agricultural need sufficient to outweigh presumption, as building assists viability of fledgling farm on 40 acres.
Environment Policy 1
Prevents development adversely affecting countryside. Proposal acceptable as sited with screening, modest scale, no significant harm to character.
Environment Policy 2
In Areas of High Landscape Value, protects character unless no harm or essential location. Siting near buildings with natural screening ensured no harm to Northern Uplands character.
Environment Policy 4
Avoids harm to protected species/habitats. No tree/hedge removal, on existing field, no substantial countryside extension; habitats protected.
Environment Policy 15
Permits agricultural buildings if need outweighs countryside policy, sited near building groups, appropriate scale/design. Need accepted; sited 40m from existing structures, screened, appropriate scale/form.
Environment Policy 21
Buildings for animals not detrimental to countryside character in siting/design/size/finish. Utilitarian design, materials to match surroundings, sited with screening; reflects agricultural purpose.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Agricultural use only
The building must be used only for agricultural purposes. Reason: The countryside is protected from development and an exception is being made on the basis of agricultural need. As such the building must be used for the purposes for which it is approved.
Removal if no longer required
The agricultural building hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used or required for agricultural purposes. Reason: The building has been exceptionally approved solely to meet agricultural need and its subsequent retention would result in an unwarranted intrusion in the countryside.
Materials and colours
The external walls (cladding), doors, window frames and door frame all on the new stable must be a dark green/olive green colour and the roof a dark grey colour all being retained thereafter. The blockwork walls shall be rendered and either left unpainted (dark grey) or painted a dark grey/ dark green/olive green colour and be retained thereafter. Reason: In the interests of the character and appearance of the site and surrounding area.
