Mr S Reader Proposal: Change of use from retail to amusement arcade at: $\quad 88 / 90$ Strand Street Douglas IM1 2EP which was considered on 14 May 2004, for the reasons set out in the attached schedule. - the time for requesting an appeal in relation to any decision at review has expired; or
- any appeal has been completed.

Reasons For Refusal
Application Ref No: 04/00262/C
- The proposed development would have the following adverse effects:-
(a) the loss of retail floor space as such would affect adversely the future viability of the shopping area as such; (b) the "frosted or obscured" frontage would have a negative impact on the appearance and would lessen the interest and attraction for shoppers; and (c) there can arise the congregation of people outside of the premises: this would act as a deterrent to shoppers.
