Officer's Report
The application seeks approval in principle for the erection of eight mews-type dwellings with an amended access to replace an existing dwelling, known as Ivy Cottage, on Gardeners Lane in Ramsey. No records for Ivy Cottage can be found and it is assumed that the property is historical and built prior to planning records beginning.
The site falls within an area zoned predominantly industrial within the Ramsey Local Plan. Accordingly residential development within this would be contrary to zoning. The juxtaposition of residential against industrial uses does not sit well together and are detrimental to each other. I consider this to be grounds for refusal alone.
Regardless of the primary reason for refusal I also consider that whilst the application is approval in principle the drawings initially submitted were inadequate to allow a proper consideration of the proposal. Following a request to the applicant for drawings to show how the proposed eight dwellings could be accommodated on the site and how suitable sight lines can be achieved an additional drawing was submitted. However, this additional drawing is little different to the initially submitted drawings and fails to provide sufficient information to allow proper consideration of the proposal. I consider that the applicant will be unable to provide the necessary drawings and that input from a qualified professional is required. Such input seems unlikely to occur.
I recommend that the application be refused on the grounds that the proposal is contrary to zoning and due to the failure to demonstrate how the proposal can be suitably accommodated on the site.

R 1 . The residential development of the application site is contrary to the provisions of the Ramsey Local Plan, under which the application site and surrounding area is zoned as predominantly industrial use. An intensification of residential development in this area would lead to an unacceptable and detrimental conflict between industrial and residential uses.
R 2 . Regardless of the first reason for refusal it is considered that in the submitted application there is insufficient information to demonstrate how the proposed number of dwellings can be appropriately accommodated on the application site and how adequate sight lines for emerging vehicles can be provided within the limits of the application site.
