Officer's Report
The site may be taken to comprise the "footprint" of one of the units (Number 13) within the neighbourhood centre at Governors Hill.
The unit is at present used as part of a day nursery (together with Number 14). The application proposes that the nursery use should be continued in Number 14 only, and that Number 13 should be used as two flats.
Previous application PA03/1730 was withdrawn.
I will check that the residual nursery accommodation would be satisfactory.
See letter of 25th March from Department of Health and Social Security - subject to the external play area being secured, Number 14 could operate independently.
Originally approved as flats.
I doubt that the Water Supply objection is valid in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

Prior to the occupation of the proposed flats as such, the outside play area used by the nursery must be secured against unauthorised access from Number 13.

Having regard to the established use of this existing building, the Planning Committee, judges that it would be unreasonable to withhold approval on grounds relating to water supply.
