Officer's Report
3 West View is an end of terrace property within the Peel Conservation Area. It is 3 storcys in height with bay windows at ground and first floor level. These levels have timber sliding sash windows but apparently they no longer slide. The upper two windows are uPVC casements.
The proposal is for timber casement windows. Window installers have told the applicant that if sliding sash windows are installed then the internal decorative woodwork will have to be removed.
I have seen inside the house and can confirm that the windows do not slide and that the woodwork is attractive.
Mrs Ashcroft, the applicant has pointed to other properties with casement windows in the neighbourhood.
The dwelling and applicant are known to the Conservation Section and I have spoken to Steve Moore about the possibility of replacing the windows without damaging the internal woodwork. Steve is aware of a new system, which allows the insertion of a double glazed
window in the existing opening which would retain the woodwork. A grant would be available of just less than 50%.
I would recommend that the application be refused because the opening method would be contrary to policy and that a letter be sent to the applicant explaining the options and grants available. Considering the conversations both Steve and I have had with the applicant I would not recommend deferral to seek views at this stage.

The proposed windows would be contrary to Policy 6 of Planning Circular 1/98 'The Alteration and replacement of windows' which states "If the original windows are in place they should preferably be repaired. If repair is impracticable, replacement windows which would be readily visible from a public thoroughfare must have the same opening method as the originals. Whatever the material used in their construction, the windows must have the same pattern and section of glazing bars and the same frame sections as the original windows."
The windows as proposed would have an adverse impact on the appearance of the dwelling and the character and appearance of the Peel Conservation Area as a whole.
