The site lies at the end of Albert Street. The property next to this was demolished some years ago and there is a car park there now (PA 95/0872). The building is presently used as a residential dwelling. Proposed is the conversion of the building into two apartments with a single storey extension at the rear to accommodate a bedroom with terrace above.
Planning History: this property has no previous history in terms of planning applications. However, various proposals within the terrace have proposed alternative uses (number 2 conversion to ground floor office and first floor flat (01/0187), self-contained flat at ground floor with offices above (99/2181 - refused), ground floor office with residential (00/1113), offices (98/1529 - refused) and number 18 use as offices (91/0501 - refused). Also, some have been the subject of applications for replacement windows (2 and 11 the former refused (02/2373) and the latter approved (98/0182). Finally, numbers 2 and 4 were the subject of acheme for the principle fo the erection of an apartment block comprising six units. This was refused (02/2015) for reasons relaing to the lack of information to persuade the Committee that the demolition of the buildings was warranted, that the replacement building would cotribute positively to the Conservation Area or that the apartments could be accommodated together with the car parking.
This proposal aims to keep the building but extend it in the rear with accommodation on the ground floor and a balcony above. This will not overlook the adjoining property due to the wall of the adjoining annex being higher than the level fo the balcony. The casement windows in the front elevation are to be replaced with plastic sliding sashes (plastic casements in the rear) and there is space for two vehicles to park in the rear yard although access is tight. New Conservation style rooflights are proposed for the front roof pitch.
This is a good use of town centre space and will provide sought after small units within easy access of main services and facilities. The site is designated as Residential/Offices in the local plan.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This approval relates to the conversion of the existing property into two apartments with extension ad car parking all as shown in drawings reference 393/02, 393/04 and 393/05 all recieved on 27th February, 2004.
N 3.
For water connections that comprise more than a single connection to a water main or service, or where new water mains and hydrants will be required, the applicant should contact the Isle of Man Water Authority Planning and Projects Section, telephone 695958.
N 4.
For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.
