Officer's Report
The site represents the Deepdale Complex, situated at the junction of Glen Road and Minorca Hill and incorporating the former Curiosity Shop, laundry, Mona Lisa Restaurant and flat above. The site has been the subject of a complex history involving various proposals to redevelop the Curisity Shop and building behind. The latest application, PA 02/2325 was refused due to the impact of the residential units from the adjacent commercial uses and the lack of parking and the impact of parking on the apartments to the rear.
I don't think the site is properly defined as the defined site is not owned by a single person, although the existing laundry facilities are in the large block at the front of the site and the proposed are in the rear building which is in a different ownership.
Proposed is the use of the large buidling at the rear of the site for launderette purposes. Further information has been sought from the application regarding the disposal of waste water. Please defer for resolution of this.
If the building is to be used for anything then an extension of the existing launderette is probably more acceptable than some uses in that the additional space will not generate new traffic, just a slight increase in the existing flows. No objections have been received from adjacent neighbours unlike previous applications.
Correspondence has now been received from the DOT Drainage Division and they are now happy with the proposal subject to the inclusion of a number of conditions about discharge of water from the site.

C 1 . The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2 . The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.
C 3 . A sampling chamber for the trade waste must be provided prior to the use of the building as proposed. C 4 . There must be no discharge of surface water to the main foul sewer. N 5 . It should be noted that the it is an offence under Manx legislation to permit the discharge of polluting or harmful matter to any public sewers or watercourses. Appropriate measures must be taken by the developer/occupier of the premises to ensure compliance with this legislation.
N 6 . It should be noted that a Trade Effluent Discharge Consent must be obtained from the Department of Transport Drainage Division in respect of the use of this property.
