Highways - Defer (11th Mach 2004) Water Auth - Premature - Condition suggested Fire Dept - means of escape unsafe but plans now amended.
- Approval was granted for a dwelling on plot 3 under PA 98/1307. It was judged in November 2002, as recorded in Miss Callow's letter dated 18th November 2002 that works had commenced and thus there is a valid planning approval on this site.
- Amendments are now proposed but the overall design and size is similar to the original approval. The amendments include a new garage with study above, external alterations to window design and finish and the siting of the dwelling has been moved by 4 metres. Other changes are largely internal and include a swimming pool.
- There have been a number of amendments to this application mainly to satisfy drainage. The agent's letter dated 12th March 2004 indicates the provision of a fire partition in the garage to satisfy the Fire Department's concerns.
- This is a large dwelling set below the level of the road. It will be conspicuous but given the other two properties alongside and the valid approval a refusal would not be justified.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This approval relates to drawing numbers 0403/PL01 Rev B, 0403/PL02 Rev B, 0403/PL03 Rev B, 5017-03 and 5017-04.
C 3.
The residential curtilage hereby approved relates only to the area to the east of the dashed line indicated on the site location plan (scale 1:2500) drawing number 0403/PL02 Rev B. The woodland area to the west of the proposed dwelling is therefore excluded from the residential curtilage.
C 4.
The proposed diversion of the public foul sewer must be carried out in accordance with drawings 5017-03 and 5017-04.
C 5.
The proposed development must be connected to the main foul sewer.
NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development.
C 6.
There must be no discharge of surface water to the main foul sewer.

For single connections to a water main (i.e., a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.

For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.

At the time of the original approval in principle application the applicant agreed to give the woodland area to Manx National Heritage. The Committee would like to recommend that Manx National Heritage is consulted in respect of the future maintenance of the woodland to the west of the new dwelling.
