Officer's Report
The site lies on Whitebridge Road, three properties before and on the same side as Windermere Drive. The property is a large detached property which it is proposed to use as a child minding facility. The submitted drawings show that three rooms and a bathroom would be used for this use. No indication has been given regarding the number of children which will be accommodated at any one time.
Onchan Commissioners are concerned at the lack of parking and manoeuvring space and the impact of children, particularly in the rear garden, on adjoining properties. This may be as a result of the experience of the Beehive Kindergarten on Hillberry Road. DoT have not yet commented. Neighbours have objected on the basis of traffic, parking and noise.

The applicants have now confirmed that up to five children could be accommodated (including their son). DoT have now rescinded their objection. There would appear to be sufficient parking to accommodate the vehicles which will be generated. The remaining concern relates to noise and disturbance to neighbours. The applicant has pointed out that four additional children may not be any more unneighbourly than normal residential activity and in very summerly weather the minders may take the children out from the site. All of the children are unlikely to be in the garden at the same time.
On balance, the scheme seems acceptable, although I can imagine why the neighbours are concerned.
