Reasons For Refusal

- The site lies within an area of Open Space/Agricultural land on the Onchan Local Plan which was adopted by Tynwald in March 2000. This site also falls within a wider area of High Landscape Value and Scenic Significance on the same plan. Development here would therefore be contrary to the provisions of the plan and to the Department's general policies against development in the Island's countryside. Whilst the Planning Committee can understand the applicant's desire to return to the place of her upbringing, this in itself does not justify setting aside the Department's land use policies which presume against development in the countryside and it has to be borne in mind that the applicant owns existing property in the area, albeit that this would appear not to suit the applicant's needs.
- Whilst the site does slope downward away from the road, the access required would open up the site and from this the new dwelling would be visible and the changed appearance of the fields would be apparent to those who pass the site.
- Whist the applicant may help out at Ballacreetch this in no way constitutes an agricultural need which would overcome the policy objections to this development.
