THE SITE 1.1 The application relates to QE2 High School, Douglas Road, Peel. The school comprises a number of interlinked buildings of both single and two storey, the part of the building subject

to this application runs at a right angle to the road closest to the northern edge and along the route leading to school car parking at the rear of the building.
1.2 The building comprises a mix of render and timber cladding, some of the building has already been approved for replacement insulated rock panel cladding.
THE PROPOSAL 2.1 Proposed is the installation of a further cladding to the external elevations of the northern part of the building laid horizontally and also cladding fitted to an existing fire escape.
PLANNING HISTORY 3.1 The wider school site has been subject to a number of applications over the years including creation of new facilities, alterations and extensions, erection of fencing and installation of bicycle shelters. Considered most relevant in the in the assessment of the current application is PA 20/00439/B approved for recladding across the front of the building.
PLANNING POLICY 4.1 The site lies within an area designated on the Peel Local Plan of 1998 as Queen Elizabeth High School and School Playing Fields. Given the works relate to the external elevations of the building only, the general standards towards acceptable development listed in General Policy 2 are most relevant in the assessment:
4.2 General Policy 2 states (in part): Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality; n) is designed having due regard to best practice in reducing energy consumption.

5.2 Department of Infrastructure Highway Services - No Highways Interest (18/05/2021).
ASSESSMENT 6.1 The existing building is of no special or architectural interest warranting its protection and it is not within the Peel Conservation Area. The proposed cladding works are not a significant re-development of the site but its installation will likely work towards improving the overall thermal and energy efficiency of the building, and it could be argued that their installation will present a more pleasant, attractive and updated external appearance to the overall building. The proposals are acceptable and to comply with GP2 of the IOMSP.
CONCLUSION 7.1 The development is in accordance with General Policy 2 and is therefore recommended for approval.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons:
