Ramsey Town Commissioners Proposal For Erection And Screening Of A Greenkeeping Equipment Storage Facility Adjacent To The Mooragh Park Bowling Green
1. DESCRIPTION OF THE PROPOSALS Ramsey Town Commissioners (RTC) has granted North Ramsey Bowling Club (NRBC) a 5year licence to take over full responsibility for the renovation and maintenance of the Mooragh Park bowling green and surrounding bowling green ditch. To facilitate this NRBC propose to site a small, new equipment storage facility (ESF), adjacent to the existing RTC “Beehive” and NRBC Clubhouse buildings, to store the necessary greenkeeping equipment. This store will take the form of a green powder coated metal container, 4m long by 2.1m wide by 2.1m high and weighing approximately 500kg, standing on four paving slabs, one at each corner. A small, paved area will also be created between the proposed ESF and existing pathways surrounding the Clubhouse and Beehive to facilitate movement of the greenkeeping equipment between the ESF and the bowling green. This has the full support of RTC, the sole interested party in this matter.
2. EXPLANATION NRBC have reached agreement with RTC to take over the renovation and maintenance of the green in an attempt to restore it back to match-play condition. To undertake this task NRBC will require the day to day use of various items of valuable greenkeeping equipment (e.g., mowers, aerators, scarifiers, etc.) which will need to be stored securely, close to the green to facilitate easy and quick access when in use. It is intended to purchase a new green powder-coated, flat pack, metal store to be erected on site and placed on four paving slabs (one at each corner) levelled on an area of grass to the north side of the existing NRBC Clubhouse and RTC “Beehive” building. To limit the visual impact of the store NRBC have agreed with RTC to provide trellis and shrubbery screening (see detail in Section 10) to the north and east sides of the store. The south side, which faces the rear of the two existing buildings and provides access to the store, will not be screened whilst the west side faces a high bank which runs from the park up some 20m to Windsor Mount road and therefore does not need to be screened. To ease the passage of the equipment between the store and the green it is further proposed to lay a small, paved area between the store and the existing paving around the buildings. Should the need arise in the future, as the store is a temporary structure, it could be quickly dismantled, the paving slabs lifted, and the area returned to its former condition.

4. SITE DESCRIPTION The proposed site is a flat, grassed area part of which is mowed to provide a putting green during the summer months. The small footprint of the proposed installation will have minimal, if any, impact on its use for this purpose. The area is bounded on the north and west by a high bank topped by Windsor Mount road, to the east by the park’s service road and the south by the bowling green.
5. PLANNING HISTORY There is no known planning history for this area of the park.

7. CONSTRAINTS There are no known constraints to this development which is fully supported by Ramsey Town Commissioners.
8. TECHNICAL DETAILS There is not expected to be any ecological or traffic impact caused by the proposed development. Details of the proposed store are shown below.

Details of Proposed screening of ESF Lattice trellis fencing 1.8 high supported by 100 x 100 x 2.4 posts, all timber treated. Low level screen hedging, choice of two, either Evergreen: Griselinia Littoralis or Deciduous Carpinus Betulus (Hornbeam) Both species are easily maintained – 1 cut per annum, tolerant of wet soils, disease free & excellent for nesting locations .
High level planting, planted in amongst hedging to enhance the upper reaches, double staggered to maximise screening impact. Clematis for an eight month flower season (Nelly Moser, Comptesse de Bouchard, Ville de Lyon, Montana), Honeysuckle (Lonicera Japonica, Tragophylla) and Sweetpea (Fragrantissima).
