There is a general presumption against new development in the countryside per Environment Policy 1 and General Policy 3, but exceptions apply for essential agricultural operations under GP3(f).
General Policy 3
Permits building operations essential for agriculture outside development zones, per part (f). Officer assessed the proposal as essential for farm operations, accepting the principle despite countryside location.
Environment Policy 1
Protects countryside from adverse development unless overriding national need outweighs protection and no alternative exists. Agricultural need here outweighed protection, with no visual harm from well-sited structures.
Environment Policy 15
Requires proof of agricultural need outweighing countryside policy, with buildings sited near existing groups, appropriate in scale/form/materials, sympathetic to landscape. Need proven, siting next to existing buildings acceptable, no adverse residential impacts, structures blend with farmstead.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Removal if not for agriculture
The agricultural developments hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used or required for agricultural purposes. Reason: The works have been exceptionally approved solely to meet agricultural need and their subsequent retention would result in an unwarranted intrusion in the countryside.
