which was considered on 14 November 2003, for the reasons set out in the attached schedule.

Reasons For Refusal
Application Ref No: 03/00525/B
- The approval in principle (PA01/1465) provides for the refurbishment of the "Beggar's House" and its use for storage. The extensions and proposed use do therefore not comply with the approval in principle.
- The renovation and re-use of buildings of merit is generally encouraged within the provisions of Planning Circular 3/89. However this is on the basis that the building as it exists is capable of accommodating the proposed use without significant change or alteration. In this case the building is being more than doubled in size which does not accord with the principles of Planning Circular $3 / 89$.
- This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
